Audit Confirns It: Dallas Has No Plan For Homelessness

A new city audit confirms what Dallas residents have known all along. The city’s homelessness strategy has no direction, no accountability, and no results. Despite an $18 million budget, the Office of Homeless Solutions isn’t tracking whether anyone is actually getting off the streets. They count meals and shelter stays, but not outcomes. As the audit put it, without real goals or coordination, there’s no way to measure success.

The audit also exposed major failures in how the city oversees its homeless service contractors. Most contracts were missing key data or hadn’t been properly reviewed. Big names like Housing Forward, The Bridge, and Catholic Charities weren’t even tracking outcomes. In one case, Housing Forward spent just 2% of the money from two contracts, with zero way to measure impact.

While City Hall pushes PR efforts like Safe in the City, the bigger picture is hard to ignore. 311 complaints about homelessness have jumped 45% in just three years, even as officials insist things are “getting better.” As Council Member Cara Mendelsohn pointed out, residents see the truth every day, and they’re tired of being told otherwise.
The message is clear: money alone doesn’t solve homelessness. Without clear goals, real metrics, or basic oversight, millions in taxpayer funds are being wasted. Dallas residents aren’t asking for miracles, they just want results, not more excuses.
Enough is enough. Contact your City Council member and demand real accountability. The audit laid out 11 high-priority recommendations, now it’s up to City Hall to act. Dallas can’t afford another year of throwing money at a crisis with no plan.
